This hyper-specific regulation originated in the nineteenth century when the regional buffalo population was being eradicated at an alarming rate. Lawmakers were actively trying to standardize fair hunting practices and prevent lazy prospectors from firing heavy, high-caliber weaponry out of residential windows into the busy municipal streets.
